I’m so sorry you and your community has had to endure the heat and related consequences recently Ryan. Those temps (lower with negligible humidity) are headed to Las Vegas this coming week. Too early for this much heat and with research discovered that it's coming from Mexico. I was shocked by what I read and more so by your stats.
El Nino is here this year playing his usual tricks! I believe weather, temps, and drought will continue to worsen and your fears and suspicions are not out of the realm of possibly.
The water department has been diligent for years making sure we have enough water going forward. It’s commendable but I think we still need a helping hand from Mother Nature like California got the past two years to reach a secure safe zone.

Thanks for that. Las Vegas has been on my mind quite a bit as I want to play some live poker soon and my business is registered there as well. It sounds like the city and state are making investments in infrastructure. The truth, sad though it may be, is that richer countries have more to invest in making their cities resillient. That is why I wonder if I will end up back in the United States. Peace!
